OR Resource Network

Oregon Resource Network is a separate platform affiliated with the Inside-Out Network. It was developed as a resource for community members to access and self-refer to service providers in their communities. It has the same functionality as Inside-Out Network but serves a different population. The ORN is a partner and powered by WorkSource Oregon. The data provided to ORN is used to track grant funding, and people served by grant funds.

By signing up for the ORN you agree to enroll in the Workforce Benefits Navigator Program funded by the Future Ready Oregon Grant managed by the Higher Education Coordinating Commission.

Participation and Information Sharing Agreement

This program is funded through Federal and State public resources. Signing up for the ORN indicates that I certify the information provided during registration is true to the best of my knowledge. I understand this information may be reviewed and verified. Providing false or inaccurate information could lead to removal from the ORN platform and Benefit Navigator program.

I understand that in order to provide me with the service and support I need, partners within the WorkSource system and funders may exchange information about my participation in program services. As outlined in the Release of Information section below, by registering for the ORN I give my consent to the sharing of this information between the WorkSource partners and understand the information collected about my program engagement will be shared with the program funder, the Department of Treasury, US Department of Labor, and through the State of Oregon Higher Education Coordinating Commission Office of Workforce Investments.

Release of Information

This Release of Information explains how the personal information that is collected will be shared and used in connection with participation in Future Ready Oregon: Workforce Benefits Navigator program services.

The table below outlines who may receive my personal information and the reasons for it being shared; information may not be shared with all the entities listed below.

I recognize that my personal information may be required to be disclosed in other certain circumstances, such as:

An order by a court or pursuant to a subpoena.
To protect my health or safety, or the health or safety of another participant or other person.
I have signed a Release of Information with a third party authorizing the release of my information.

The local workforce development board is the recipient of the Future Ready Oregon: Workforce Benefits Navigator program funding and is responsible for management and oversight of these programs. Information is available to the board staff as well as their subcontractors that deliver program services within a WorkSource Center or Community Based Organization or Community College. To see the WorkSource Center locations click here. To see a list of subcontractors by local workforce board, go to the local workforce board named in the first column. The board may use information to identify other potential funding sources and eligibility for additional programs. Information accessed by a third party by staff secure login is the responsibility of the local board and/or their subcontractors to maintain security protocols when exported in any way.
Worksystems	All information provided.	Worksystems manages a secure database that maintains and reports Future Ready Oregon: Workforce Benefits Navigator participant data to funders on behalf of each of the Oregon Workforce Development Boards. As such, their database administration staff will have access to all participant program information. The database is a secure web application with SSL certificate that ensures all information users send is encrypted. Any transmission from Worksystems to third parties outlined here will be by staff secure login or by way of secure file transfer protocol (FTP). Transmission of information via the internet is never completely secure and Worksystems is therefore unable to guarantee the security of that information and does not assume any responsibility if intercepted.
State of Oregon Employment Department Unemployment Insurance Services	Name Date of birth Gender Social Security Number*	Information is used for wage matching to confirm employment during and post program participation. *The social security number may be provided alone or with other data elements where consent is specifically granted by me and for the sole purpose of cross-matching participant records with other systems to obtain or share the information above. It is not given to these agencies for their usage.
State of Oregon Higher Education Coordinating Commission	All information provided.	Future Ready Oregon: Workforce Benefits Navigator programs are state funded and managed by this state agency. Data is reported to this state agency via Secure FTP. This agency may crossmatch records with Other Partner Programs to acquire program evaluation information.
US Department of Labor	All information provided.	Where applicable and for the purposes of co-enrollment. This is the funder of WIOA Adult and Dislocated Worker programs. Data is reported first to State of Oregon Higher Education Coordinating Commission before it is reported to this funder via secure upload to the Workforce Information Participant System (WIPS).
Parents/legal guardians of participants under 18 years of age	All information provided except social security number.	If I am under 18 years of age, this program is required to provide all parents and legal guardians of participants access to all information provided, except under very limited circumstances.

Release of Claims

I hereby fully and forever release and discharge the listed organization/funders and their respective affiliates, directors, officers, employees, and agents from, and expressly waive, any and all liability, claims, and demands of whatever kind or nature, either in law or in equity, that may arise from my participation in Future Ready Oregon: Workforce Benefits Navigator programs.
